Do I have to have a webhost provider before I can download and use wordpress

Hi, I would like to start learning wordpress, but do I have to first pay for a webhost provider, because I was hoping to download it and practice with it before I decide to get a domain name and pay for hosting a website.
I don't want to upload web files yet. Just want to build a website offline with wordpress if possible.

It is probably easier to do it at WordPress, com The WordPress.com version will give you a chance to practice but there are some limitations to the WordPress, com version compared to the one you use on most hosting companies which is located at wordpress.org but installs with one click with most hosts.

You can run Wordpress on your local computer but there are things you need to download besides wordpress. Basically wordpress runs from a data base so you have to download things to use the data base, Typicaly you download XAMPP and set it up and then download Wordpress

How to Install XAMPP and WordPress Locally on Windows PC

Step 1: Download and install XAMPP on your computer. ...
Step 2: Start the modules and test your server. ...
Step 3: Add the WordPress files. ...
Step 4: Create a database for WordPress. ...
Step 5: Install WordPress locally via the on-screen installer

There are some tutorials on YouTube that go into this in detail.

You can try to register at wordpress.com . It will guide you to make your own wodpress based website for free. You will have to use their sub-domain like yourwebsite.worpress.com .
