Is it possible to code with notepad++ and then transfer your code to wordpress

Hi, is it possible to use a code editor like notepad++ and then transfer the css, html, javascript to wordpress, instead of trying to build the site with wordpress itself.
If anyone can help me please.

No because a lot of WordPress stuff is stored in your MySQL (SQL) database.
Basically all of the "settings" are stored along with all of the content.

You can modify any of the WordPress PHP scripts, such as header.php, footer.php, etc.
Just know that doing this online, if wordpress has updates, those files will get over-written.
