    i want a link in my css.css file so that i can change the navigation link on all the pages.

    how can i do this, im trying to avoid iframes.

    I have my
    #content
    junk here

    #navigation
    junk here

    How can i put the links in the #navigation section?
    so i dont have to edit the html on everypage?

    If I understand you correctly, CSS can't do what you are trying to do with it. CSS simply controls how a page appears. You would need to use a Java script to dynamicly change/add the content of a page. Or you could do a PHP include to include a file with all the links in it.
