    I am trying to use an image in a background cell. Can CSS do that?

    I'm not certain what you mean by 'background cell' but the method shown below will display a background on whatever area you apply it to.

    <table>
    <tr>
    <td style="background: url('images/bg_image.jpg') no-repeat;"></td>
    </tr>
    </table>

    Ok... worked on it....

    I don't like that the background color shows through on the right cell just before it loads the image for the background cell. DARK BLUE- and then the globe watermark.

    I worked on the CSS.

    How is it?

    How can I improve the site?

    You could preload the image using javascript. There's a simple one here.
