hey i was wondering if there was a way to place an image that has a transparent background using absolute positioning without actually creating a DIV for it?

Absolute positioning can be applied to any element, not just divs. DIVS are not nessessary to write CSS based websites, you dont need divs, they just make some things easier because they are simple empty containers without predefined styles.
