    I need an area that the user can scroll. Do I use an iframe for this?
    Im using CSS at the moment for the "block".

    I want this block to be scrollable if I put text into it. What happens when the text inside of the block fits and doesnt need scrolling? will the scrollbar be "disabled"?

    This should make it scroll if the page is too long (but the scrollbar will always be there, just disabled if not needed).
