    This has got me a bit stumped.
    Here is the page:

    Here is what I can figure out.
    1. When I go to the page and click on a link it works fine. If I click on another link it opens up a new window, anytime links are clicked on in the new window everything runs great.
    2. It only opens up a new window when trying to access pages in the FORC folder. It will not open up a new window when going to the ecu homepage or coe homepage. (this implys it is something with the coding of the pages in the FORC folder)
    3. I tried renaming the folder and moving the folder, but there is no diffrence.
    4. The same problem occured when everything was moved to my desktop and links were changed to my desktop (so it is not a server problem).
    5. I tried rebuilding a couple of pages, and inserted the same links...the rebuilt pages worked fine and the links worked fine.
    6. When the original window opens up a new window, the word that was clicked on acts as if it is perminatly selected (the color is stuck on orange)...this I find odd and cannot explain it.
    7. The problem exists in all broswers tested.

    Thank you for looking over the code on this page. Quick question. I am probally just over looking it, but where in the code does it say base=target ?
