    I would like to create an effect where my simple text links have not only a line underneath on rollover but also on top. how do I acheive this? I was playing around with changing the background of the cell on hovering but can't get it to do the effect
    I am looking for, as shown here. www.designfrollein.com/test

    You need to change the top and bottom border on the a:hover. Something like this would do, with your own colors and sizes:

    a:hover {
    display: block;
    width: 100px;
    height: 20px;
    border-top: 2px solid #000000;
    border-bottom: 2px solid #000000;
    }
