    IE is the only browser that these changes will effect.

    <frowns> This is hardly something done right. The scrollbar is not something you as a web developer create, and as such it shouldn't be controllable. Not to mention the fact that even if you change the color of the scrollbars, you can't change the color of the rest of the browser interface... It just seems like overkill. Granted, in scrollbars in the middle of a dark page, it is somewhat useful, but more often than not people will make the scrollbars more difficult to see instead of just blending them in with their site in a usable way.

    If you use a doctype tag i don't think it will work unless you change the 'body' to 'html'.

    E.G.

    body {
    scrollbar-3dlight-color:#FFFFFF;
    scrollbar-arrow-color:#000000;
    scrollbar-base-color:#FFFFFF;
    scrollbar-darkshadow-color:#FFFFFF;
    scrollbar-face-color:#000000;
