Hi, I'm designing a web page and I can't get it to look right at different resolutions.

This is an example of the page: http://black-hand.nm.ru/ustav.html
I want the the scroll bar to appear only if the text does not fit on screen and I also want the bottom line with the copyright message to be the last object on the page.

However, if I change the resolution, I either have to scroll down to get to the copyright message, or there's some space after the copyright message. The height is also different in IE and Firefox.

The table height is defined percentage-wise but I still can't get it right.

If you have something to say about this - say it. Thank you

I don't know. Maybe your page is just too big... BUT can you teach me how you did the borders?
