    The code used has margins 0% and then it equals 100% in the rest of the content so that still is causeing a problum. It seems only to be your version because my old version 4.0 and this one display with no scroll bars.

    You have absolutly positioned some elements on the page. When you use positioning, you take that object out of the document flow so that it's no longer affected by the overflow on the body/html elements. So you must make sure that any oject that is positoined is not bigger than the screen size. For example.

    .content
    {
    background:#101040 url(stop_sign.gif);
    color:#c0c0ff;
    position: absolute;
    top:90px;
    width:82%;
    left:18%;
    height:544px;.....

    top 90px + hegith 544px = 634px total height. That's probably larger than the screen height available. Change to % sizes or don't use absolute positioning.

    Likewise for this class:

    .endbanner
    {
    background:#101030 url(D.W.C.jpg);
    color:#c0c0c0;
    position:absolute;
    top:604px;
    left:0;
    width:100%;
    height:30px;
    margin:0px;
    }

    Rather than guess where the bottom of the screen is (and guess wrong for most screens) remove the guess work by using bottom rather than top. e.g.

    .endbanner
    {
    background:#101030 url(D.W.C.jpg);
    color:#c0c0c0;
    position:absolute;
    bottom:0px;
    left:0;
    width:100%;
    height:30px;
    margin:0px;
    }

    I've rejigged the html for you. The full fix is below. Tested on all browsers, and no scroll bar is showing up at all.
    Code:
          <!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Strict//EN"
            "http://www.w3.org/TR/xhtml1/DTD/xhtml1-strict.dtd">
          <html xmlns="http://www.w3.org/1999/xhtml" lang="en" xml:lang="en">
    <head>
     <meta http-equiv="Content-Type" content="text/html; charset=utf-8" />

    <title>D.W.C. - Driving Without Cause</title>
    <style type="text/css">
    html, body
    {
    margin:0px;
    width:100%;
    height:100%;
    overflow:hidden;
    }
    .bold {font-weight:bold;}
    .banner
    {
    background:#101030  url(D.W.C.jpg);
    color:#c0c0c0;
    position: absolute;
    top:0px;
    left:0px;
    width:100%;
    height:90px;
    margin:0px;

    }
    .control
    {
    	background:#101030  url(D.W.C.jpg);
    	color:#c0c0c0;
    	position: absolute;
    	top:0px;
    	left:0px;
    	width:18%;
    	height:100%;
    	margin-top: 82px;
    	margin-bottom: -82px;
    }
    .content
    {
    	background:#101040  url(stop_sign.gif);
    	color:#c0c0ff;
    	position: absolute;
    	top:0px;
    	width:82%;
    	left:18%;
    	height:100%;
    	overflow:auto;
    	margin-top: 82px;
    	margin-bottom: -82px;

    	width:100%;
    	margin:0px;
    	height: 30px;
