    Code:
    <style type="text/css">
    BODY {
    	SCROLLBAR-BASE-COLOR: {categorybackcolor};
    	SCROLLBAR-ARROW-COLOR: {categoryfontcolor};
    }
    </style>
    Those are the actual colors that you're seeing no matter what style set you're using.

    Odd...I'm using the patched uxtheme.dll from www.themexp.org. The skin I have includes custom scrollbars, and so I don't see the CSS scrollbar (assuming its there...)

    Just a hint, if you’re using a DOCTYPE which triggers 'strict' behaviour in IE6 the colored scrollbars won’t show up unless you specify the scrollbar as a property of 'html', not 'body'. (BTW, in XHTML you should use lowercase selectors anyway.)

    Example:
    Code:
    html {
    	scrollbar-3d-light-color : #999;
    	scrollbar-arrow-color : inherit;
    	scrollbar-base-color : #f4ae00;
    	scrollbar-dark-shadow-color : #f60;
    	scrollbar-face-color : #ff8a00;
    	scrollbar-highlight-color : #f4ae00;
    	scrollbar-shadow-color : #f60;
    }
