In this current day and age, is designing a CSS-only website (made of divs) completely "illegal" or can a web designer pull it off without getting repercussions from a company that wants to hire him/her?

    Errr.....

Your post doesn't make any sense. How is building a CSS site 'illegal'? You should be building CSS sites. As for only using div's (if this is what you was implying ) there are many more html tags than just div.

    I'm lost too ...

In this current day and age, you should be using div and css for your layouts! That's what div's were invented for and finally we can use them at their full potential with the use of css.

I'd like to know who told you that creating CSS-layout were "illegal"?
