Where a user clicks on the navigation bar to go to a different page, but instead of the entire page refreshing; only the content refreshes.

    Frames, moreover iframes.

You define a <iframe> with a name attribute.

Then in your <a> tag, you specify the target="" to the name of the iframe.

    Example:

    HTML Code:
    <iframe src="content1.htm" name="iframe1"></iframe>

    <a href="content2.htm" target="iframe1">change the iframe and the iframe only!</a>
Good luck., also check out http://www.cmg02.com/cg2/iframe.htm

Or Ajax. Frames, including iframes, are evil.
