You mean that blue gradient thing?! Just apply as background and repeat-x

View the source when you want to know how people do things and download the Firebug extension for firefox. When you click on a div in the code section, it highlights the section on the page ... very neat!

They will line up (look ok) if you don't cut one in half when you create the background, or if you know your way around Photoshop, and can slice it, and tile it properly.

You need to have a look at "creating seamless tiles" - in photoshop or similar.

Ferro has a good point - you can also try and make an image that doesn't look so bad stretched out. Check out www.motdidr.com/we3/frame.htm - you can resize it to pretty much any size and it looks natural. You should be able to tell by looking at the code what it's doing. Nothing too special. If you want some tips on how to do this - let me know.

The header going across is easly done with css or even simply with the body background. You need to play with photoshop on the size of the header going across. Then do a line of 5 px width and height of 300 let's say. A perfect exemple is do a header in photoshop, save the header then from the header do another image but crop it si it's like a vertical line of the header of 5-10 px. After you have the two images take the header in the html, on the Body property set it's background image the line created and remember to put repeat-x. That's about it.
