    when i use the scroll, should it have placement of it even if it doesn't need to scroll? i just need a scroll on the vertical of my page but its putting the background of the scroll horizontally too.. doesn't have the bar just the bg of it... is there a way around this?

    try putting overflow: auto instead of overflow: scroll - and give your div a width and height. See if that helps.
