    Here's one example (see below).
    Not sure why you want to use tables though ... don't use tables.

    my test page --> http://www.catpin.com/test.html

    Code:
    <html>
    <head>
    <meta http-equiv="Content-Type" content="text/html; charset=utf-8" />
    <title>title</title>
    <style>
    body{
    margin:0;
    background-color: #000000;
    }
    iframe {
    color:#efefef;
    height: 100%;
    width: 100%;
    overflow-x: hidden;
    }
    #banner{
    background-color: #000000;
    height:100px;
    color:#efefef;
    border-bottom: 1px solid #eee;
    }
    #top{
    background-color: #0000cc;
    color:#efefef;
    height:25px;
    }
    #bottom{
    background-color: #0000cc;
    color:#efefef;
    height:25px;
    }
    </style>
    </head>
    <body>
    <div id="banner">
    <br />
    This is my website .... I can put what I want in my banner ...<br />
    <br /><br />
    </div>
    <div id="top">
    This is the top div area.
    </div>
    <iframe src="http://www.google.com" frameborder="0"></iframe>
    <div id="bottom">
    This is the bottom div area.
    </div>
    </body>
    </html>
