    Do you mean that it stays there as you scroll the page?
    Or just is there at the upper right?

    I'm not sure if you already have a web page you can show us (the link) or not ...
    or how experienced you are.

    There are a couple of ways.

    1) With WDF, it's a background image used in the CSS (Cascade Style Sheet).
    It appears as the body background for every page that is rendered.

    2) You can place an image over a page, in a <div> section, or in a <table>
    section by using either a CSS file or inline CSS.

    Example of inline CSS:

    <img src="mypic.gif" width="100" height="100" alt="my photo" style="float:right;" />

    It would be best to see the page you're working on and the image you
    want to place ... that would allow us to give you the difinitive answer.

    Try this -

    <div style="float:right; z-index:100; margin:0px;" >
    <img src="mypic.gif" width="100" height="100" alt="my photo" />
    </div>

    OR

    Try searching google for - Floating Menu Script,
    re-place its content with your image.
    It will float when ever you scroll the main window.

    I hope this will work for you.

    or try
    Code:

    body {
     background-image:url(PATH_TO_IMAGE/IMAGE.jpg);
     background-position:top right;
     background-repeat:no-repeat;
    }
    that will put your image in the top right corner of every page
