    Quick check here for me, I will look further later on.
    Get rid of the positioning. You are positioning all you links to the same spot! If you want to position the #links div, the selector needs to be by itself.

    #links {
    position: absolute;
    top:135px;
    left:15px;
    z-index:3;
    }

    Then do the others like I showed you. I'm not sure about mixing font size: pixels with margin: em. You may want to size your font with em also.
    Try that and let me know, I'll delve more into it later.

    That shed a great deal of light on what was going on. I had some ideas to test but didn't expect you to come up with a complete solution!
    I didn't have time to check in here before now, but this was a pleasant surprise.

    I have copied/pasted your suggestion, and so far it looks right in all browsers I've tried.


    EDIT:
    Why do you feel mixing pixels and em's in the same declaration would constitute a problem?

    Because the em is based on the browser's default font size, which is just called medium or close to 11 or 12 point size. Pixels are based on resolution. Actually I'm not sure it would cause a problem but it just doesn't seem right to mix them! If someone sizes the text bigger in their browser, pixel size won't do anything, but ems will. Maybe some one else can answer better than I.
