    Once you load up a page it asks for a username and password, once you pass that you upload photos and what not.

    TWO QUESTIONS:

    can i have an 'upload photos' tool in a site that is hosted by another business? (such as my local town's ISP

    Your internet service provider is hosting your website.
    If they allow PHP scripting and it's configured for uploading files, you can do it.
    It all depends on their settings, configuration, and what they allow.

    The user/password thing would be a PHP script along with a MySQL database.
    Again, perhaps your webhost allows a MySQL account as well?

    You'll have to do some investigating to find out those answers.

    ==========

    If they do allow PHP/MySQL, you can find free scripts for installing and customizing
    a user membership system that handles registration, passwords, and logging-in.

    In any case, some PHP programming knowledge will be necessary, so plan on either
    getting some more help, or hiring a freelance programmer to help you out.
