    I assume everyone has at least a base win98SE install.... IE3 does not matter. Not to mention, my pages will work with IE3 anyway... they just wont look as perdy.

    I've got too many browser windows open, can't keep track of what address is in my clipboard I guess. I was doing more research and found out that it was 95 that had IE3 and 3.02.

    Obviously they've since made it much harder, but as Microsoft was arguing that IE3 and Win95 were inseparable, it came in the anti-trust proceedings that two tweaks to the registry could place IE3 in your add/remove programs.

    d'oh, I meant, yes CSS3 good, but I voted no. Dang.
    I plan to write my thesis with HTML/CSS3. HTML means I can post it on the web easily, and it's very accessible, and CSS3 means I can do headers and footers on each page when printed.
    It seems to have some fancy stuff.

    This question actually depends more on the site being developed and its target market. CSS is a beautiful thing but there are some cases where it just doesn't apply (e.g. search engines). There are still a small and shrinking percentage of people out there who have older browsers and will not upgrade or cannot upgrade under any circumstances; however, the concern one should have over these people depends on the scope of the site and the intended market.
