    Basically, I want to know what is used to make pages like this forum layout, where the content is centered in the middle of the background, and stands out from the bg by means of color or shade like this forum.

    One other question... how do you make it so you have a stationary background image that doesnt move as the page is scrolled?

    To center your page, put everything in a table and center the table:

    <table width="700" align="center">
    To make a stationary background image, you use CSS, like this:

    <!--
    body {
    	background-attachment: fixed;
    	background-image: url(bg.gif);
    	background-repeat: no-repeat;
    }
    -->
    </style>
    Insert that code inbetween the head tags of your page, or even better, in an external style sheet.
