Soooo, I'm not even sure where to start looking, but if someone can just point me in the right direction, I'll read up and find tutorials and stuff.

I want to create a form for my website, but I don't want it to be a "mailto" form. That is, I don't want to have people who fill out the form to have to submit through email. But I would like for whatever system I use to notify me via an email that someone submitted a form.

Where do I find this information?

    Thanks in advance!

I'm only versed in Apache so therefore I would suggest PHP's $_POST function.

Or you can follow a tutorial like this one. Granted this tutorial does "mail" the stuff to you, however, it does not require the href="mailto:johndoe@email.com". Rather this processes the contact information accordingly and submits it via PHP's built in mail function. In more simpler terms, the script will do the mailing for you, no need for the user to open their own email client just to mail you.
Don't forget to Rep people if they've helped you, it's just the right thing to do.
