    You see that white bar at the top?

    How do you make something like that, that is over everything as you scroll up and down and stays at the top of your browser. (or bottom)

    Is this CSS or JavaScript?

    CSS. Specifically, fixed positioning.

    This is one of those things IE6 doesn't get right, though, so if you're in any way concerned about that market, you will have to create an IE6-only stylesheet.
