I'm not going to break it down into steps for you, but you can choose a tableless layout in Photoshop's Save For Web settings. I have to recommend against it, though. The code is messy and uses absolute positioning for everything. The best way is to learn to code it by hand.

    What Ronald said.

The best thing you can do, and in the long run you'll find this much quicker, is to slice your image in Photoshop, export for web using images only (do NOT, under any circumstances, use Photoshop's dog's breakfast code), and code the layout section by section by hand. You'll end up with cleaner code and you can generally do even a complex layout in a few hours or less. I usually can do a layout in about 1-2 hours.

Now, if you're looking for exact steps, we can't help you there. Each layout, assuming you're building websites properly, has its own specifications. But this is the general idea.

    Export images only
    Hand code

If you don't do it this way, Ronald's avatar will kick your ***.
