How do you make it so that, when a person clicks on a link, it takes them to a specific part of a page?

You put an anchor link - for example like this :
<a name="#top">Go to Top ( you have to use the # in the link or it won't work.)

and at the top of the page you put an empty div to name your anchor:

you don't style the div at all - it just marks a spot on the page.

You can put the anchor anywhere on the page, even use an already named div or other element.

    e.g.
(your anchor)

<a name="#mainMenu"> Go to Menu (your link elsewhere in the page)

Does that work even if the <a name="#top">Go to Top is on another page?

If it's on another page, you use an absolute path in your link:
    <a href="http://yourdomain.com/pagename.html#...ant-to-call-it">Link Text Here

It may also work with relative paths if all your pages are in the same directory on the server:
    <a href="pagename.html#whatever-you-want-to-call-it">Link Text Here
