    I have designed a webpage through freewebs.com using a template. They allow for custom HTML and CSS as well but I am only barely familiar with the scripting. I only took one multimedia class in high school, 4 years ago and what we learned was only how to make the page look a certain way, but now I need the functionality. I want to learn the information, not just copy and paste so I hope there is someone with the knowledge to kind of teach me the steps.

    The goal in mind is to create user accounts, so that when someone signs up, they can be assigned a rank and number of points. Then I need to create a counter system where certain members can add points to other members and when they click submit, it will immediately effect the account, promoting the member if the point requirements are met and automatically updating the promoted members rank.

    What you are asking for cannot be done with just HTML and CSS. You will need at the very least some kind of scripting, and to do it correctly, you will need a database on the backend.

    For what you want to do, you will need to have a paid hosting account that supports php, asp or asp.net, JavaScript and have db connectivity.

    There is supposedly a free one available that supports PHP, but I'm not sure what it's called (there are members here that use it) and I've never used it myself, so I don't know if it will give you everything you want.

    As Webzarus quite rightly pointed out, you're probably looking at paid hosting, even though you're running an obvious hobby site (hey, some hobbies cost money...take stamp collecting for example.)
