Firstly, I know the code for this page is all jacked up, but that's how the owner created it and I'm trying to fix the display issue without having the recreate the entire thing. It displays fine in Firefox and Chrome, but has a couple of small gaps in IE. I've pulled myself bald trying to fix it. Can anyone help?

Can't really see it on my phone, but a CSS reset would likely solve your problem.
