You won't find any software that will do it for you - you'll have to code it yourself. That said, using an editor like Notepad++, Komodo, or any editor with syntax coloring will make your job easier.

Stand-alone WordPress themes can be extremely complex - you should have a very goo understanding of HTML and CSS, as well as a decent working knowledge of PHP. You'll probably want some javascript as well - check out the jQuery javascript library, it will make your life easier.

The easiest way to start out would be to create a child theme. Once you've done that, I'd recommend downloading the Twenty-twelve theme ( free from WP) to your computer, and taking it apart to see how it's built.

There are some good tutorials listed HERE.

Never a substitue for doing it yourself; find a good book or video to learn how. https://tutsplus.com/ebook/building-...-from-scratch/

However try Artisteer if you want the easy way out

One thing no one has mentioned is that you should use a framework. These frameworks usually have useful things already built-in, such as UI options and responsive design. This is much quicker than making a theme from scratch. Here are some frameworks that are popular or I've come across:

    Genesis ($)
    Headway ($)
    Skeleton for Wordpress
    Wordpress Bootstrap
    Pagelines (free or $)

You simply download the framework, get to know it, upload it, choose it, make a child theme (your own customizations that you apply to a framework), and then customize your child theme.

You could also take a made theme and modify the css.

I have just started making themes myself. To start with you need to make sure you undertand both HTML and CSS. Then I followed the following guide, which gave me a significant boost.

This takes you through the design stages to making a theme and how to approach it.
    Good Luck.
