    There isn't a simple code fix because it's not actually IE, even though IE is the only one that can't understand what you want. The reason it's not a simple code fix is because you've got a really odd hybrid of the elements of old-school table layout ideas (spacer divs and GIFs, among others) with a tableless layout. You don't need to use spacer images when you can use margins and padding to accomplish what you want.

    It looks like there's an uncleared float in your header. You have a clearing div, but it's not on the same DOM level as the elements you're floating. So it may not be registering in IE. This, however, is a total guess, and it's as close as you're going to get to a "simple code fix". If not, you're going to have to go the "break down and rebuild a piece at a time" route.

    Okay, I fixed it. Was a single spacer image.

    replaced with

    Why that fixed it, or how that was the problem is beyond my skill level.

    Again, that's why you should be using margins instead of spacer images. In all likelihood, it was the display: block; attribute that messed the whole thing up, but that's a guess.
