Someone please help div is not moving (URL included)

I'm very new to css (as you can see) can someone please assist me with the placement of these objects. I've read tons of online tutorials but I'm still not grasping moving the elements on the following page: dad I'd like for the red arrow to align to the left of the get instant access button but the arrow isn't budging when I edit the top, left, bottom, etc attributes. Any help is appreciated and thank you in advance.

If you're trying to move things around with the offset values (top, left, right, bottom), and it isn't working, you need to change your position to relative on that element. The default value for position is static, which doesn't allow usage of offsets. Relative positioning is mostly the same as static, but allows offsets.
