    parallax with boostrap and the problems that I've had

    So I wanted to make a responsive website with the scrolling parallax effect, now, I know there's two ways of doing it, the first by making the background fixed, and the second one (that I've heard) by working with two or more layer then using JQuery to make each one scroll at a different speed, this is the one I wish to make.

    I used the jumbotron class for the first layer, with a fixed background, then inside a container with a .png image in fixed position as well, and then inside of it, two columns, I've tried using the tutorials that I've found such as

    so that the container scrolls at different speed that the jumbotron one, but it doesn't seem to be working, here's a pic:
