Question Eliminate render-blocking JavaScript and CSS in above-the-fold content

Ok so I've been working on this site for a little while now and I'm having an issue with my google pagespeed insights rating. I would like to know how I can eliminate render-blocking JavaScript and CSS in above-the-fold content.
I get the concept but my issue is I have use jQuery and I have a dropotron script that I use for my responsive navigation. I can't move the jQuery or script below the fold or my navigation stops working or at least any way that I know of.
Is there something I'm missing here or is there just no way to fix this.

css handling is a little bit complicate to explain, but javascript simply move at end of the page, just before </html> tag
