    Is the curvy line a part of it?

    Code:
    <html>

    <head>

    <style type="text/css">

    td.menu {
    	color: #ffffff;
    	font-size: 16px;
    	background: #000000;
    	width: 70%;
    	}

    a:link {
    	color: #ff0000;
    	font-size: 14px;
    	}
    </style>

    </head>

    <body>

    <table align="center" width="80%">
    	<tr>
    		<td align="center" class="menu">
    <b>Quick Links: </b>
    <a href="home.htm">Home</a>
     - <a href="contact.htm">Contact Us</a>
     - <a href="guestbook.htm">GuestBook</a>
     - <a href="forum.htm">Forum</a></td>
    	</tr>
    	<tr>
    		<td align="center">
    <img src="filename.extension" title="Image1" width="250" height="250">
    <img src="filename.extension" title="Image2" width="250" height="250"></td>
    	</tr>
    </table>

    </body>

    </html>
    Near enough..

    My own suggestion would be to get yourself a copy of ImageReady (or a later version of PhotoShop/Illustrator which comes with ImageReady) and slice that bad boy up until you get your various sections. I can't see any other way to pull something like that off.
