    Creating webpage-first step

I have bought a domain name for myself. Now I'm
using HTML and CSS to create a webpage.
What should be my next step? What should I do so that
my webpage is up and running under the domain name that I bought?

If you bought them under the same seller, everything should be set up already.

Once your site is done, since it's just static HTML and CSS, you just use an FTP program to upload the files to the proper directory. Usually, that will be called public_html, htdocs or web. Check your host's documentation for which that will be. It may also be in the series of emails you should have received when you signed up. Those emails should also contain your FTP login credentials.
