    Depends on what you are willing to figure out. Tbh the best way to design is to find a structural template that you like. It can be plain or fully loaded. You can find free template structure everywhere if you search for them. Download it, upload it to your file system and start tweaking it to your idea. You will see that you can copy and an paste more then really knowing how to code but this will show you the break down of coding and you will pick up on coding things much quicker then you might think. If you need my help I will point you in some cool directions.

    hi start by learning css HTML and js

    and don't forget to look at all sites' designs that you visit.
    sooner or later ya have to find plugins and new ideas and other sites can help you a lot
    for example I this nice plugin in shirazsun.net website catch my eyes and I downloaded it and used it in one of my sites...
    so watch carefully and save all the good ones
