I want a dotted border around the outside of my table, how do i do this using css? I want it so that they are like 1px dots all the way around, not dashes. . Thanks.

I do not believe there is a way to do specific-size alternating sections (i.e., one pixel on, on off). The only way I can think of is using a background image and then an inner opaque div.
