Yes there is a way to create a master template/layout page in dreamweaver..

You do this by creating a shell document.. or master layout page. You design this like every other page.. you just dont put any content into it. Then save as template. By default all documents that use the template file are locked and uneditable, you have to tell dreamweaver what sections you want to be able to edit inside your template. You do that by right clicking inside your code or design view an element or other chunk of code you want to be able to edit in your pages that will use this template.. such as the inside of a tablecell, divs, paragraph, or what not. Choose template > make editable region.

Continue to do that for all other regions you want to be able to edit inside your pages.. when you are done and ready to use your template, choose new from template and viola you have a dreamweaver template system going. Any changes you make to the master template file will also update all pages that use it. You might want to go to your help files for further assistance. They outline the process much better.

I used to use this alot when I first started using dreamweaver, and I would still use it today but I have found more efficent ways of achieving this effect like server includes, and server/client side scripting.
