    I want to create a webpage that allows me to create a design (with a selection of wallpapers for background, images, framesets, etc).

    What I want it to do is similar to a web builder, so I can see how variations of fonts, background colour,images, headers, footers, will look.
    Iy would be nice to be interchangeable on a mouseclick or mouseover.

    Once the site has been created the way the user likes, would it be possible to email the websites selection to a person?

    you can use <style> in the <head> section for the parts of css you wish to change with php <style><?php $css_value ?></style> you just need to be sure to name the file .php instead of .html
    the php functions you would look into is "require" and also "mail"

    no need to initialize a db for this. way to complicated for this. save it to a flatfile. use a timestamp for the file name removing any special char and store that file name to a cookie. use that cookie data later to call the file and mail the data. this way you can even send as an attachment in .txt so it doesn't render the html inside the email.
