Not saying anything about a charge. Normally when a developer publishes something, it's common practice for you to have to leave their disclaimers in their code.
I'm sure any restrictions are called out in the download documentation.
Since I did see a "Donate" button, if you use the script, a donation would be appropriate and appreciated by the developer.
saw something where you had to pay to use it for commercial use. Is there anything like this that you know of to be free?
Well some define commercial as "you offering or installing it for not just yourself but others", some define commercial use as any site you get paid to develop.
So the question is, what is their definition of commercial ? If it just says "commercial use" bu don't define it, then it might be time to contact the developer. Depending on your intended use for it.
fancybox 1.3.4 is free ( donations accepted ), fancybox 2.0 is $18.00 for a single domain...
they don't define "commercial" so, the usual definition of commercial is a site that make money from their web site... I have seen in the past, developers allow the use for no charge on non-profits and organizations whose sites are informational in nature, and don't actively sell anything... but you'll have to determine if this fits in your category or usage...
but really $18.00 is not a lot for the work that they put into that... pretty nice script from what all I can see it does.

I've seen fancybox used on commercial sites where I'm fairly certain they didn't pay for it.
Fancybox = fancybox 1.3.4
Fancyapps = fancybox 2.0
