    Okay for example: i have a navigation bar, with a dark background. i then have sections with different, lighter background colours. The text in header will be light, but on the lighter backgrounds i want it to change to a dark color?

    Is this possible using the .scroll() feature in jquery or is there another way to do this?

    I'm not sure what you are trying to do here, .scoll() ties a handler to the scroll even (like using the mousewheel). Are you wanting the background colors to change when the user scrolls the mouse wheel or do you want the background colors to scroll up as an animation on the hover event?
