    When you put your mouse on an image it fades blue but you can still see the picture. How is this possible, what kind of language?

    Javascript image swapping. Pretty basic stuff, just make two images... one full contrast and one faded, and onmouseover / onmouseout swap between the two.

    OR, you can use Javascript + CSS alphas to do this, but with less compatibility.
