I wish to create an online encylopedia where the images are interactive, for example a image of a fish where you can click on a part in which the part raises and makes a link to the part descibing the part and different types on different species. if you click on the mouth of the fish it would make a hover link to puth the name of the part. then in clicking makes a pop up page descibing different mouth types on a different fish and the information decribing the uses and such. i am looking at what the best coding to fullfill this. I am planning to do this for whole site making it completly interactive .

So you didn't mention your skill level...

Even with intermediate skills, you are talking about a very ambitious project. All can be done with HTML, CSS, PHP, ASP or ASP.NET , SQL OR MYSQL db backend.

But, ENCYCLOPEDIA? really ? Youre talking about thousands of hours of just inputting content and that's after hundreds of hours of programming for what you're talking about.

Not to mention the fact checking and citing of your references. It's not just about putting the content up, but if you want your site to be considered a "reference source", you will need to be able to prove the accuracy of your facts.
