Okay so I want to make the background colour selection on my site better. Namely, using cookies rather than URL variables. Can someone direct me on how to go about doing this?

I searched on PHP.net but there's not tutorial on how to do it.

Alternatively, reading a cookie in PHP is just done by accessing the $_COOKIE superglobal array. Setting a cookie is done via [phpfunction]setcookie[/phpfunction].
