To install a script on my server I received update as a “updat.sql” file, and the instruction to:

“Import the updat.sql into the database.”

Where exactly do I need to upload this file?
Do I need to create a table on my database, or put it in a folder?

    Thank you for helping.

updat.sql should be a series of sql statements, and I'm sure it has all the "create table" commands in it. So what you need to do is just run those sql commands that are in the file.

Do you have phpMyAdmin installed on your server? If so, then they have an option to import a file, or you can copy & paste everything in the file into the "sql command" textbox.

Or do you have some other type of database admin on your server?

Or, you can do it through command-line. In linux, do something like:
    mysql -u [username] -p [database name] < updat.sql
