I want to set up forums just like this website
    www.operationblackmesa.com and www.deletionquality.net

I want to have the forums embedded within a html/php template to fit with the rest of the website.

I also want to set it up so when ever there is a post in the news section, then it would appear on the news page. Just like in the update section on www.operationblackmesa.com.

I'm guessing that they're using PHP and using a PHP "Include" to place the
forum page within a <div> on their index.php page.

The Newpage section could utilize RSS Feeds, if the forum script utilizes it.
That would be PHP again, and fairly easy to do (a PHP RSS Feed Reader script)

I was thinking about useing "included" in php,. But I thought it would only effect the index page and not other page, exspecially the new pages it will make.

I have to do a little research on rss, since I never even looked at it yet.

Any page with the extension .php can use PHP scripting ...
and that means "includes" also. PHP Includes simply replaces
complete pages, text, images, etc. into the spot where it's
located in your dynamic web page.

There are simple PHP RSS Readers that grab XML Feeds and then
you display them on any of your .php pages.

A simple include() won't work for embedding complex software like phpBB, since phpBB links to other pages. You could try doing a find-and-replace and modify the links in phpBB to point to pages of yours that include phpBB pages, but it's definitely going to be a heck of a hack job to get it working right.

I guess they customized the forum script to look like their other webpages?

That, and went through the effort of embedding it. It's doable, but not easy.
