Okay... so I had an issue with safe mode, kept getting errors like:
Warning: chdir(): SAFE MODE Restriction in effect. The script whose uid is 661 is not allowed to access [myserverdir]forums/archive_in/set-Hardwired owned by uid 48 in [myserverdir]/forums/sources/lib/tar.php on line 304
So I asked my host to disable safe mode, which they did (and I confirmed this) Now, when I do a phpinfo.. I get safe_mode is eneabled locally, but off globally.. what the heck does this mean? It sounds like it's my deal at this point...

Make sure that they disabled it for everybody (which every competent host should be able to do safely; the whole idea of safe mode is to run scripts without even the remote possibility of bad stuff happening).

Well.. I don't see how it has anything to do with everybody as it's just for me .. I'm more asking what the difference between local/global value means...

You may have a .htaccess file in your directory that's overriding PHP's settings. httpd.conf might have been changed, too. Both have precidence over php.ini, IIRC.

Hmm... well, I know I have .htaccess support, what would I need to add to it (or change) to turn it off?

Just check and see if your host added one to the directory in which your script is executing (or a parent directory of that).

Nope there isn't one.. but by the same principles, would I not be able to add one to turn it off?

You can probably override php.ini to turn safe mode on, but not off (for obvious reasons).
