    Is it safe to use an ip trackers made with php? I mean in terms of google. Will it see this as something bad? I'm just talking about something that saves the ip address of the visitor to a .txt file.

    It's not bad, it's useful. If you're storing the IP's to a text file, then no one will ever know anyway! But the IP can be used for a number of things, geolocation for example, or preventing a user submitting twice.

    It's server side so the client never even knows it happens, and it's already done in your log files, but you have to filter out a lot of stuff to get that info.

    I use them for tracking and blocking site scrapers, spam bot, info harvesters.

    Typically you want 2 kinds of visitors, browsers and search spiders and they all identify themselves 2 ways, ip address and useragent. if they are not displaying a useragent, I dump them, if they try and connect to 5 pages is say 30 seconds, no way a person or search spider will do that. Collect the useragent as well, you'll see what I mean.
