I need to have a user set up an account and login page for my web site. What is the best way to do this?

I need to have a user create an account and then be able to log into my web site.

Download and install this free script:
    http://php-login-script.com/

Then customize it to make it look the way you want.

You'll also need to create a free re-captcha account.
They will give you a private and public "key" that you'll need for the captcha.

See script examples on the login-script site to see how it all works.
Very easy (in my opinion), but I don't know your experience.

Well, that is a book listed on Amazon for about $45 - an awfully expensive solution for one question.
There are many good tutorials and free scripts online - the one suggested by mlseim is a good one.

Bates, tell us what your PHP/MySQL experience is.
Would you be able to install a pre-made script?

in effect, it is difficult to put in place such a procedure without detailed explanation. That is why i am suggesting you to go through a good book first and follow step by step with information that can help you indicate what is happening.
