My home page for my site codeblue studios is home.html , so I made index.html a permentent redirect to home.html in Cpanel. My question was wether when search engines go to index.html, do they get rederected to home.html?

Google etc will recognise a 301 permenent redirect and list the target page. Other forms of redirect like php, javascript or meta redirects may be followed but might not work as well.

In your cpanel - got to the indexes setup and set home.html as the default directory file so that example.com/ directs to the correct location.
